Accomplishments
Road Repair and Improvements
Over the last year alone, the city has invested over 40 million into road revitalization and repair, including in key roads, such as Gardiners and Bayridge, as well as the revitalization, repair, repainting of intersections, such as Trudell/Development in Trillium. Jimmy has also been active in selecting areas of Trillium that require repainting and pothole repair.
Improved Signage and Anti-Speeding Measures
Jimmy has supported the new neighbourhood speeding limits, accompanied the traffic department to survey speeding that occurs in areas when residents report it, prioritized new stop signs, speeding lights, and other calming measures in problematic areas as shared by residents. Jimmy has also helped readjust traffic light timings for safe walking in intersections such as Centennial/Melrose/Kingsdale.
Physician Shortage and Healthcare Support
The city has implemented a physician recruitment program with a $100,000 signing bonus, as well as a grant that gives eligible primary care clinics up to $100,000 to support their opening and servicing for new patients. In total, the city has invested a total of $3 million into these projects, with $1 million of this total having been introduced by Jimmy to continue supporting these programs in 2024. The city has also collaborated with the Frontenac, Lennox and Addington Ontario Health Team on the establishment of Health Homes, an initiative to help unattached patients find more primary care close to home.
Speedy and Clear Communication
Jimmy has always made it a priority to respond to inquiries, forward them to the correct departments himself, and speak to residents directly through methods such as in-person, at events, on social media, or over his phone. On top of that, Jimmy does not shy away from meeting residents in person when he can, making sure he is present and active in his work for the city and listening to constituents himself, rather than using a faceless, disconnected chat or email system.
Accountability
Jimmy has hosted town halls and outreach events in various areas across the district every few months to a year. Jimmy has an active, monthly newsletter showing his own work, city updates, important changes and notices, as well as local events. Jimmy has also been a champion of transparency with Trillium and Kingston residents in all areas possible.
Process and Service Improvements
The city has invested, and is in the process of, in improving the city’s Customer Service Process as well as standardizing and unifying the building inspection process. Just two of several improvements to city services for residents, both of which Jimmy brought to council himself.
Parks and Recreational Improvements
Jimmy is active in sending all concerns about the state of parks and recreational structures to the correct departments. Aside from general maintenance and repair, Jimmy has also supported improvements to local parks such as Hudson Park, expanded recreational areas such as the new sports field and Marie-Rivier and Mille-Illes secondary schools, and increased walkability in areas such as Lions Civic Gardens which are receiving lighting improvements.
Community Support
Jimmy has supported the city in purchasing several properties for supportive and transitional housing, along with over 6 million to enhance and support emergency shelter options, including the relocating Adelaide Street Shelter. The city has also launched the Home Base Housing's Street Outreach program to create better platforms to assist those in need. As someone who supports the vulnerable whenever he can, Jimmy always advocates for the needs and rights of the vulnerable in the council.
Transportation
The city has been working towards increasing the city’s active transportation (walking, rolling, cycling) including through city-wide projects such as the Integrated Mobility Plan. Jimmy has also been supporting projects in Trillium such as resurfacing major roads to be more active-transport friendly, improving and repairing sidewalks, and supporting improved neighbourhood speed limits. The city has also made improvements to Kingston Transit, such as shortening end-of-loops, moving major stops to safer and less congested areas, improved service, extended key express routes such as 701/702 service hours, and introducing a late-night route for shift workers or those who are out late.
Environment
The city has made several investments in supporting the local environment, such as greenlighting more electrical buses for Kingston transit, grants and support for various events and initiatives for environmental awareness and support. Additionally, the City supports homeowners looking to make climate-friendly and energy-efficient upgrades through the Better Home Kingston fund, which provides low-interest loans of up to $50,000. Jimmy is also a major supporter of the $12 million dollar purchase of Lemoine Point Farm to preserve it for public use, maintaining its cultural and environmental importance. The city has also created the Green Standard Community Improvement Plan to provide incentives for builders and owners to create and improve houses that are more efficient and eco-friendly. Jimmy is also a member of the Environment, Infrastructure, and Transportation Policies Committee, responsible for reviewing policies for eco-friendliness, energy efficiency, and climate leadership.
Affordability and Housing
Jimmy has supported housing units in forms such as apartments, tiny homes, townhouses, and more, which have resulted in 28 million in federal grants and over 3 million from the Ontario Building Faster Fund as rewards for exceeding building goals, including the 966 new homes built in early 2025 alone. The city has also launched the Residential Air Conditioning Assistance Program, which will provide free AC units to eligible residents for the hot summer months. Not only that, but Kingston currently has the second lowest increases in property taxes across major cities in Ontario.
